The Cabinet of Ministers of the Kyrgyz Republic has received financing from the Asian Development Bank (ADB) toward the cost of the CAREC Corridors 1 and 3 Connector Road Project – Additional Financing, and intends to apply part of the proceeds to consulting services.

 

The Projects Implementation Unit (PIU) of the Ministry of Transport and Communications of the Kyrgyz Republic requires the services of an International Road Engineer. The main objective of the consulting services is to assist and advise the Ministry of Transport and Communications of the Kyrgyz Republic (MoTC KR) in the implementation of ADB-financed and co-financed investment projects, including but not limited to the following:

1. Administration of civil works and consulting services contracts;
2. Provision of technical assistance in monitoring and evaluating the performance of Contractors and Consultants to assess the efficient use of available resources;
3. Assistance in the development of Employer’s/Client’s requirements for inclusion in bidding documents for civil works and consulting services;
4. Activities aimed at preventing and resolving disputes and disagreements with Contractors and Consultants, including ensuring the maximum possible protection of the interests of MoTC KR;
5. Review and analysis of addenda and amendments to contracts, and preparation of strategies for contract management;
6. Clarification of disputable issues related to FIDIC contracts and technical specifications.

 

The PIU of the Ministry of Transport and Communications of the Kyrgyz Republic hereby invites eligible individual consultants (“Consultants”) to express their interest in providing the Services. Interested Consultants should submit information demonstrating that they possess the required qualifications and relevant experience to perform the Services.

Attention of interested Consultants is drawn to paragraphs 1.10 and 1.13 of the Guidelines on the Use of Consultants by the Asian Development Bank and Its Borrowers (March 2013), which set forth ADB’s policy on conflict of interest and eligibility.

 

The Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines. Further information may be obtained at the address below during office hours from 09:00 to 17:00.
